Transferring Chapter 33 Benefits to Dependents
If a veteran is transferring benefits to a dependent, it is a two-part process. First, the veteran must get approval from the Department of Defense (DoD). Once approved, the veteran must complete the VA-Form 22-1990e which can be obtained from the steps listed above and from the Transfer of Benefits to Dependents drop-down menu on the website. Once completed, this document can be electronically submitted to Veterans Affairs (VA).
Once benefits have been approved, the VA will mail the Certificate of Eligibility. The document should be taken to the Virginia State University VA Certifying Official located in Trinkle Hall, room 204. This form can also be emailed to the VA Certifying Official, Florence Marshall at email@example.com. Once received, the certification can be completed.
For those individuals who applied late and have not received an approval letter from the VA before the start of school, the VA Certifying Official should be provided a copy of the DoD approval letter and a copy of the VA Form 22-1 990e. The confirmation will be listed at the bottom of the letter. The letter and the information at the bottom will allow the VA Certifying Official to process the certification.
