About Title III

Funding from the Title III Part-B Program has been received at Virginia State University (VSU) since 1966 which has assisted the University in areas of academic quality and program development, programs of teacher education, management of fiscal operations of the institution, instructional facilities, construction/renovation, student services, building endowments, and enhancing the University’s technology infrastructure.

The Title III Part-F Program called Student Aid and Fiscal Responsibility Act (SAFRA) as of 2010 was awarded to VSU. Funding was used to enhance academic growth, improve campus security, upgrade the financial technological system, the Distance Education Online Program, and the New Educational Programs.

The University’s Title III Policies and Procedures Manual has been disseminated to administration, finance, and activity directors. These policies and procedures are consistent with University policy to ensure the effective and efficient management of the Title III Program. Amendments are made to conform to changes in the Education Department General Administrative Regulations (EDGAR) rules and regulations which are administered, as well as the Federal Register, Uniform Guidance Requirements for Grants, and the Office of Management and Budget (OMB) Circulars are to be adhered.

The Office of Title III Coordination staff attends regular Title III conferences to keep abreast of new initiatives, technical updates, and reporting. The Title III Staff has a professional membership with the National Association of Historically Black Colleges and Universities (HBCUs) Title III Administrators, which supports the HBCUs and HBGIs and encourages an open dialogue among Title III institution administrators as they work together on the Title III Program in order to move closer into the mainstream of American Higher Education.
