Virginia State University Announces Two New Administrative Appointments
With proven leadership and experience, both appointees will advance the legacy of academic excellence and GREATER at VSU.
Virginia State University is proud to announce the appointment of a new Dean and a new Vice Provost for Academic Affairs.
Dr. Jessica Brooks has been named Interim Dean of the College of Natural and Health Sciences.
Dr. Brooks has been a faculty member at VSU for nearly eight years. She progressed from Assistant Professor to Tenured Associate Professor and most recently served as Associate Dean for the College of Natural and Health Sciences.
As Associate Director of Clinical Training for the doctoral program in Clinical Psychology, Dr. Brooks played a key role in securing a visit from the American Psychological Association. She also served as Coordinator for the Master’s Psychology Program (Clinical), successfully proposing a 4+1 program in Psychology and developing an undergraduate practicum that provides students with hands-on experience in community service, while enhancing their professional development and career prospects upon graduation.
“During her tenure at VSU, Dr. Brooks has been an outstanding leader and champion for our students,” said VSU President Dr. Makola M. Abdullah. “I am confident she will continue to excel in this new role as interim dean and continue the GREATER legacy of our College of Natural and Health Sciences.”
A two-time Trojan alumna, Dr. Brooks holds both a master’s and doctoral degree from Virginia State University. She possesses a deep understanding of the HBCU experience and a passion for student-centered academic leadership.
Effective July 1, 2025, Dr. Brooks will replace Dr. Derrick Scott, who is leaving the University to become the Provost and Vice President for Academic Affairs at Fort Valley State University.
Dr. Desmond Stephens has been appointed as the Vice Provost for Academic Affairs.
Dr. Stephens brings nearly three decades of teaching experience and more than a decade of service in higher education leadership. He most recently served as Associate Dean for Undergraduate Activities in the College of Science and Technology at Florida A&M University (FAMU).
At FAMU, Dr. Stephens led significant efforts in academic advising, curriculum reform, service excellence, and student success. He also managed vital academic operations, including budgeting, registration, and transfer admissions.
Dr. Stephens is a nationally recognized advocate for educational equity and academic innovation. As an associate professor of mathematics, he maintains an active research agenda, securing over $7 million in external funding throughout his career.

As Vice Provost, Dr. Stephens will provide strategic leadership to advance academic innovation, faculty development, and student success initiatives.
The appointments of Dr. Brooks and Dr. Stephens will be instrumental in fostering continued growth and helping VSU uphold its standard for greater academic excellence.
